ኢህአዴግ 98 ቢሊዮን ብር ነጠፈበት!! – “ታላቅ ሥራ ተሰርቷል! እናመሰግናለን!” ኦባንግ

ይህ ዘገባ የጎልጉል የድረገጽ ጋዜጣ ዘገባ ነው

ኢህአዴግ በዓለም ባንክ በኩል ከእንግሊዝ የዓለምአቀፍ ልማት ተራድዖ መ/ቤት ሊለግስለት ታቅዶ የነበረው 4.9 ቢሊዮን ዶላር (98ቢሊዮን ብር) የገንዘብ ድጋፍ ነጠፈበት፡፡ አቶ ሬድዋን አልነጠፈብንም ይላሉ፡፡ ኦባንግ ሜቶ በበኩላቸው “የታላቅ ሥራ ውጤት ነው፤ እናመሰግናለን” ብለዋል፡፡

ጎልጉል የድረገጽ ጋዜጣ ጥቅምት 2፤2005 (October 12, 2012) “ኢህአዴግ በ600 ሚሊዮን ዶላር አጣብቂኝ ውስጥ ገባ!! ብያኔው ከጸና ኪሣራው በቢሊዮን ዶላር ሊደርስም ይችላል!” በሚል ርዕስ የዓለም ባንክ በኢትዮጵያ ያካሂድ ስለነበረው ፕሮግራም በዘገበበት ወቅት የሚከተለውን ዜና አትሞ ነበር፡- “ከ1998ዓም ጀምሮ የመሠረታዊ አገልግሎት ጥበቃ ፕሮግራም (Protection of Basic Services “PBS Program”) በሚል በአራት ተከታታይና ሁለት ተጨማሪ የገንዘብ ድጎማ የሚደረግባቸውን ፕሮግራሞች የዓለም ባንክ በኢትዮጵያ ሲያካሂድ ቆይቷል፡፡ ይህ መሠረታዊ የሆኑ አገልግሎቶችን ለማሟላት ተወጥኖ የሚካሄድ ፕሮጀክት በትምህርት፣ በጤና፣ በእርሻ፣ በንጹህ ውሃ አቅርቦት፣ በገጠር መንገድ ሥራ፣ ወዘተ መስኮች ላይ እንዲውል (PBS I, PBS I-AF (Additional Financing), PBS II, PBS 11-AF, PBS-Social Accountability Program and PBS III) በማለት በተለያዩ ደረጃዎች ለተከፋፈለው ኦፐሬሽን ማስፈጸሚያ የሚውለው ገንዘብ ከ13ቢሊዮን ዶላር የሚበልጥ ነው፡፡ ከዚህ ውስጥ ከፍተኛው የዓለም ባንክ ድርሻ 2ቢሊዮን ዶላር ሲሆን የተቀረው በሌሎች ለጋሽ መንግሥታት እና ድርጅቶች የሚሸፈን ነው፡፡ PBS III የተሰኘውን በሦስት ንዑሳን ፕሮግራሞች የተከፋፈለውን ፕሮጀክት ለማስፈጸም በአጠቃላይ የሚፈጀው 6.3ቢሊዮን ዶላር በላይ ነው፡፡”

ይህ ለመሠረታዊ ልማት እንዲውል በዓለም ባንክ በኩል የሚሰጠውን ገንዘብ የሚደጉሙት ምዕራባውያን አገራት ሲሆኑ አንዷ ተጠቃሽ አገር እንግሊዝ ናት፡፡ ሆኖም ኢህአዴግ ከምዕራባውያን በዓለም ባንክ በኩል የሚያገኘውን ገንዘብ ለራሱ የፖለቲካ መጠቀሚያነት እያዋለው መሆኑ ለዓለም ባንክ ተደጋጋሚ መረጃዎች ሲቀርቡ ቆይተዋል፡፡ በተለይ ሟቹ መለስ በቀጥታ በሰጡት ትዕዛዝ 424 የአኙዋክ ተወላጆች ከተገደሉ በኋላ ኢህአዴግ በቦታው ያሰማራው የመከላከያ ሠራዊት በሥፍራው የሚኖሩትን ከመኖሪያ ቀያቸው በማፈናቀል እምቢ ያሉትን በግድ በማስነሳት፣ በመግደል፣ አስገድዶ በመድፈር፣ በማሰቃየት፣ ወዘተ ግፍ ሲፈጽም መቆየቱ በተለያዩ ዓለምአቀፋዊ ዕውቅና ባገኙ ዘገባዎች ሲነገር ቆይቷል፡፡ የዓለም ባንክ ለመሠረታዊ ልማት በማለት የሚሰጠው ገንዘብ ኢህአዴግ ወታደሮቹን የግፍ ሥራ ላይ በማሰማራት ደመወዝ የሚከፍልበት መሆኑን በመጥቀስ ወደ ኬኒያ የተሰደዱ የክልሉ ነዋሪዎች አቤቱታ አቅርበው እንደነበር ጎልጉል በወቅቱ የዘገበው ዜና ነበር፡፡ ““ኢህአዴግ አንገቱን ታንቋል”፤ዓለም ባንክ ርምጃ ለመውሰድ ጫፍ ደርሷል” በሚል ርዕስ የተጻፈውን ዜና ለማንበት እዚህ ላይ ይጫኑ፡፡

ከዚሁ ጋር በተያያዘ “ሚስተር ኦ” በመባል የሚጠሩት አኙዋክ ተወላጅ ኢህአዴግ የዕርዳታ ገንዘብ ለሰብዓዊ መብት ረገጣና ለራሱ የፖለቲካ መጠቀሚያነት እንዳዋለው በመጥቀስ የእንግሊዝ መንግሥት ከግብር ከፋይ ዜጎቹ የሚያገኘውን ገንዘብ አምባገነንነት እየደገፈበት መሆኑን በተለይም የዓለምአቀፍ ልማት ተራድዖ መ/ቤቱ ተጠያቂ ስለሆነ ከዚህ እንዲታቀብ ክስ መመሥረታቸው ይታወቃል፡፡ የክሱ ሒደት እየተካሄደ ባለበት ባሁኑ ወቅት ሚስተር ኦ በተደጋሚ እንደመሰከሩት ኢህአዴግ ነዋሪዎችን በግዳጅ ከቀያቸው በማፈናቀል የሚያካሂደው የግዳጅ ሰፈራና የመንደር ምሥረታ ሕገወጥ መሆኑ በመቃወማቸው በተደጋጋሚ ከፍተኛ ድብደባ እንደረሰባቸው ተናግረዋል፡፡ ብዙዎች ለአካላዊ ሥቃይ ደርሶባቸዋል፣ ሴቶች ክብረንጽህናቸው ተደፍሯል፣ አዛውንትና ህጻናት ለአሰቃቂ መከራ ተዳርገዋል፤ ይህንንም እርሳቸው እንዳዩ ሚስተር ኦ ይመሰክራሉ፡፡

የሚስተር ኦ የፍርድቤት ጉዳይ ወደ ውሳኔ ሊደርስ ባለበት ወቅት የልማት መ/ቤቱ ይህንን ዓይነት ውሳኔ መውሰዱ ከፍርድ ቤቱ ጉዳይ ጋር የሚያያዝ እንደሆነ ጉዳዩን በቅርበት የሚከታተሉ ይናገራሉ፡፡ የልማት ተራድዖ መ/ቤቱ ቃል አቀባይ ግን የመ/ቤታቸው ውሳኔ ከሚስተር ኦ የፍርድቤት ጉዳይ ጋር ያልተያያዘ እንደሆነ መናገራቸውን የእንግሊዙ ዘጋርዲያን ጋዜጣ ዘግቧል፡፡ መ/ቤቱ ለዚህ ውሳኔ የደረሰው ኢትዮጵያ “የዕድገት ስኬት” እያስመዘገበች በመምጣቷ የመሠረታዊ ልማት አገልግሎት የገንዘብ ዕርዳታ የማያስፈልጋት በመሆኑ ነው ብለዋል፡፡

ይህ መጠኑ እጅግ ከፍተኛ የተባለውና ለኢህአዴግ ንጹህ የውጭ ምንዛሪ ምንጭ የሚያስገኝ ገንዘብ እንደነጠፈበት መሰማቱን አስመልክቶ ጋዜጣው የኢህአዴግ ፅ/ቤት ሃላፊ የሆኑትን ሬድዋን ሁሴን በጠየቃቸው ወቅት የመለሱት አልነጠፈብንም የሚል እንድምታ ያለው ነው፡፡ “እነርሱ ያሉት ዕርዳታውን አንሰጥም ወይም እናቆማለን ሳይሆን ዕርዳታ አሰጣጡ እንደገና ይዋቀራል ነው” በማለት ሬድዋን ቃላቸውን ሰጥተዋል፡፡ ሆኖም 4.9 ቢሊዮን ዶላር (98ቢሊዮን ብር) ዕርዳታ ለመስጠት ከዓለምባንክ ጋር ስምምነት የነበረው የእንግሊዝ የልማት ተራድዖ መ/ቤት “ኢትዮጵያ አድጋለች” በማለት በ2015/2016 በፓውንድ 256ሚሊዮን ብቻ (5በመቶ) ዕርዳታ ለመስጠት መወሰኑን የኢህአዴግ ጽ/ቤት ሃላፊው ሬድዋን ሁሴን አላብራሩም፡፡

ኢህአዴግ ለዕርዳታ የሚሰጠውን ገንዘብ ዜጎችን ለማሰቃየት፣ ወታደር ለመቀለብ፣ ወዘተ እንደሚጠቀምበት በተደጋጋሚ ዘገባዎች እና ማስረጃዎች ሲወጡበት የከረመ ቢሆንም ማስረጃዎቹን ተከትሎ የዓለም ባንክ በዕርዳታ አሠጣጡ ላይ አንዳች ውሳኔ እንዳያደርግ ብዙ ሲደክም ቆይቷል፡፡ በዚህም ምክንያት ጉዳዩ ውሳኔ ሳይሰጥበት እንዲስተጓጎል በማድረግ ለሁለት ዓመታት ያህል እንዲጓተት ማድረጉን ከጉዳዩ ጋር ቅርበት ያላቸው ወገኖች ይመሰክራሉ፡፡

ለአዲሲቷ ኢትዮጵያ የጋራ ንቅናቄ (አኢጋን) ዋና ዳይሬክተር የሆኑት ኦባንግ ሜቶ ጉዳዩን ገና ከጅምሩ የሚያውቁትና ድርጅታቸው ለዓመታት ሲሰራበት የነበረ እንደሆነ ይናገራሉ፡፡ በመሆኑንም ይህንን የእንግሊዝ የልማት ተራድዖ መ/ቤት ውሳኔ የጋራ ንቅናቄያቸው ከደጋፊዎቹ ጋር በመሆን ያገኘው ድል እንደሆነ በፌስቡክ ገጻቸው ባስተላለፉት መልዕክት አስታውቀዋል፡፡ “ገና ከጅምሩ ከጋራ ንቅናቄያችን ጋር በመሆን ይህንን ሥራ በመደገፍ የተባበራችሁንን ሁሉ እንኳን ደስ አላችሁ ለማለት እወዳለሁ፤ ታላቅ ሥራ ተሰርቷል፤ እናመሰግናለን” ብለዋል “ጥቁሩ ሰው” ኦባንግ ሜቶ፡፡ ከዚህ ጋር በተያያዘ አቶ ኦባንግ በተለይ ከጎልጉል ለቀረበላቸው አጭር ጥያቄ በሰጡት አስተያየት የጋራ ንቅናቄያቸው ደስታውን የገለጸው የልማት ገንዘብ በመቋረጡ ሳይሆን በልማት ስም የሚሰጠው ዕርዳታ ለሰብዓዊ መብት ረገጣ በመዋሉና ለዚህም ደግሞ ከበቂ በላይ ማስረጃ ድርጅታቸው ያለው በመሆኑ ነው፡፡ “አገር ብትለማ የሁሉም ደስታ ነው” ያሉት ኦባንግ አገርን በማልማት ሽፋን ደጋፊና ተቆርቋሪ የሌላቸውን ንጹሃን መበደልና የመኖር መብታቸውን መንፈግ ግን በየትኛውም መልኩ እርሳቸውም ሆነ አኢጋን የሚቀበለው እንዳልሆነ ተናግረዋል፡፡

ኢህአዴግ በቅርቡ አካሂዳለው ለሚለው ምርጫ እንደ ዕቁብ ዕጣ በማውጣትና በማስወጣት “አልደረሳችሁም” እያለ የተቀናቃኝ ፓርቲ አመራሮችን ከምርጫ እያስወገደ ባለበት፤ ሌሎችንም ሕጋዊ አይደላችሁም እያለ በተለጣፊ ድርጅት በማስበት ኅልውናቸውን እያሳጣ ባለበት ባሁኑ ወቅት በዜጎቹ ላይ የሚያካሂደውን መረን የለቀቀ የመብት ገፈፋ ለሥልጣን ያበቁትን ምዕራባውያንን ያስደሰተ እንዳልሆነ ይነገራል፡፡ የአውሮጳ ኅብረት ምርጫውን አልታዘብም ከማለቱ በተጨማሪ በሚዲያ ላይ የተጫነው አፈና በዓለምአቀፉ የሰብዓዊ መብት ድርጅት ይፋ ከሆነ ወዲህ ማነቆው በኢህአዴግ ላይ እየከረረ መምጣቱን ያሳያል፡፡ ኢህአዴግን ለሥልጣን ከማብቃት አልፋ ነፍጥ አንጋቢዎቹን የህወሃት መሪዎች ጸጉርና ጺም ከርክማ፤ ልብስ አልብሳ፤ ቋንቋ አስተምራ፤ የከተማ አኗኗር እንዴት እንደሆነ አሠልጥና፣ ቶሎ ባይገባቸውም ፕሮቶኮል አስተምራ፣ እስካሁንም ተንከባክባ እዚህ ድረስ ያቆየቻቸው እንግሊዝ እንዲህ ያለውን የውጭ ምንዛሪ ምንጭ ስታደርቅ “ቀጣዩስ ምን ይሆን?” የሚል ጥያቄ እንዲነሳ አድርጓል፡፡ “ምዕራባውያን መግደልም ማንሳትም ያውቁበታል” በማለት አስተያየት የሚሰጡ ወገኖች እንደሚሉት ቀጣዩ የኢህአዴግ ጉዞ በከፍተኛ ሁኔታ ለህወሃት ሲቀጥል ለኢህአዴግ አስጊ ከመሆን ባሻገር በውጭ ምንዛሪ እጥረት በየጊዜው የሚፈጠረውን ግሽበት በዕርዳታ ገንዘብ የሚያስተካክለው ኢህአዴግ እንዲህ ያለው የገንዘብ ማዕቀብ ክፉኛ ያነጥፈዋል ሲሉ ግምታቸውን ይሰጣሉ፡፡ ሙስናው መረን በለቀቀባት አገር ከሕዝብ እየተዘረፈ በተለያዩ አገራት ባንኮች በውጭ ምንዛሪ የሚከማቸውን ገንዘብ በሚካፈሉትም ላይ የድርሻ ቅነሳ የማስከተሉ ጉዳይ አብሮ የሚታይ እንደሆነ ይነገራል፡፡

ከዚህ ዜና ጋር ተያያዥነት ያለውን ጥቅምት 2፤2005 (October 12, 2012) ያተምነውን ዜና ከዚህ በታች እንደሚከተለው እንደገና አትመነዋል፡፡

ኢህአዴግ በ600 ሚሊዮን ዶላር አጣብቂኝ ውስጥ ገባ!!

ብያኔው ከጸና ኪሣራው በቢሊዮን ዶላር ሊደርስም ይችላል!

ኢህአዴግ ከዓለም ባንክ ያገኘውን 600 ሚሊዮን ዶላርና በተመሳሳይ ፕሮጀክት ወደፊት ሊያገኝ የሚችለውን ከፍተኛ ገንዘብ በተመለከተ አደጋ ውስጥ መውደቁ ተሰማ። ኢንስፔክሽን ፓናል (Inspection Panel – IP) የተሰኘ ተቋም ይፋ ያደረገው መረጃ እንደሚያመለክተው ኢህአዴግ የቀረበበት ውንጀላ ከተረጋገጠ የሚያጣው ገንዘብ በቢሊዮን ዶላር እንደሚደርስ ታውቋል። ይፋ የሆነውን መረጃ አስመልክቶ ከኢህአዴግ ወገን እስካሁን በይፋ የተሰጠ ምላሽ የለም።

ግፍ የሚፈጽሙ መንግስታትን፣ በልማት ስም የሰብዓዊ መብት ጥሰት የሚፈጽሙ ወንጀሎችን መረጃዎችን በስፍራው በመገኘትና ከመሠረቱ ዘልቆ በመግባት አደራጅቶ ተጠያቂ የሚያደርገው ኢንክሉሲቭ ዴቨሎፕመንት ኢንተርናሽናል Inclusive Development International (IDI) ከሰለባዎቹ ውክልና ተሰጥቶታል። ተቋሙም በውክልናው መሰረት ለኢንስፔክሽን ፓናል በዝርዝር የሰለባዎቹን በደል በማተት አሳውቋል።

የኢህአዴግ መከላከያ ሠራዊት የሚያደርሰውን እስራት፣ ግርፋት፣ አስገድዶ መድፈር፣ ከመኖሪያ ቦታ ማፈናቀል፣ የግዳጅ ሰፈራ ወዘተ በማምለጥ ወደ ኬንያ የተሰደዱ የጋምቤላ ነዋሪዎች ይህ ሁሉ ግፍ የሚፈጽምባቸው የኢትዮጵያ መንግሥት በልማት ስም ከዓለም ባንክ በሚያገኘው የዕርዳታ ገንዘብ በመሆኑ ለባንኩ በላኩት የአቤቱታ ደብዳቤ አመልክተዋል።

አቤቱታውን መሠረት በማድረግ የሚደረገው ምርመራ ውጤት ይፋ ሲሆን፣ በሌሎች አገሮች እንደተደረገው በዕርዳታ ስም የሚገኝን ገንዘብ ኢህአዴግ ለፖለቲካ ተግባር መጠቀሙ ሲረጋገጥ፣ በመስከረም ወር መጀመሪያ አካባቢ ከዓለም ባንክ ተፈቅዶ የነበረው 600ሚሊዮን ዶላር ሊከለከል ይችላል፡፡

የዛሬ ዘጠኝ ዓመት አካባቢ በሟቹ ጠ/ሚ/ርና የጦር ኃይሎች ጠቅላይ አዛዥ መለስ ዜናዊ ቀጥተኛ ትዕዛዝ በጋምቤላ ክልል በተለይ የተማሩ ወንዶች ላይ በማተኮር 424 ንጹሐን የአኙዋክ ተወላጆች በተገደሉበት ወቅት በሺዎች የሚቆጠሩት ወደ ጎረቤት አገር ኬንያ መሰደዳቸው ይታወሳል፡፡ ከዚያን ጊዜ ጀምሮ ክልሉ ሰላም የለም፡፡ በየጊዜውም የሰብዓዊ መብት ጥሰቶች ሲካሄዱበት ቆይቷል፡፡ በተለይም ለም የሆነውን እጅግ ሰፋፊ መሬት ለውጪ ባለሃብቶች በሳንቲም በመሸጥ ላይ የሚገኘው የኢህአዴግ አገዛዝ ከቅርብ ጊዜ ወዲህ በቀድሞው የደርግ ዘመን ሲካሄድ ከነበረው ባለፈ መልኩ እጅግ በሚያሰቅቅ ሁኔታ በመንደር ምስረታና አስገድዶ የማስፈር ፖሊሲ ከመኖሪያ ቀዬ የማፈናቀል ተግባራትን እያከናወነ መሆኑን የኦክላንድ ተቋም፣ ሂውማን ራይትስ ዎች፣ … የመሳሰሉ ድርጅቶች ያወጧቸው ዘገባዎች ይጠቁማሉ፡፡

በአስገድዶ ማስፈር፣ መንደር ምስረታና ሌሎች በርካታ የሰብዓዊ መብቶቻቸው የተጣሱባቸው በኬንያ የሚገኙ ሦስት የአኙዋክ ስደተኞች ተወካይ ድርጅቶች በሰሜን አሜሪካ ከሚገኙ ሌሎች የሰብዓዊ ድርጅቶች ጋር በመሆን ባንኩ ሊሰጥ የወሰነውን ገንዘብ ለኢትዮጵያ ሕዝብ ጥቅም ከመዋል ይልቅ ለኢህአዴግ የፖለቲካ ዓላማ ማስፈጸሚያ እየዋለ መሆኑን በመጥቀስ ለባንኩ ፕሬዚዳንት ዶ/ር ጂም ዮንግ ኪም መስከረም 6፤ 2005ዓም ደብዳቤ ልከዋል፡፡ በጥያቄያቸውም መሠረት በዓለም ባንክ በኩል ወደ ኢትዮጵያ የሚፈሰው ገንዘብ “በልማት ስም የኢትዮጵያ መንግሥት በጋምቤላ ክልል ለሚያካሂደው የመንደር ምስረታ እየዋለ ነው” በማለት ይከሳል፡፡ ሲቀጥልም የአኙዋክ ሕዝብ ለዘመናት ከኖረበት መንደር በማፈናቀል “የተሻለ አገልግሎት ይሰጣችኋል” በማለት በግድ የማስፈር ተግባር እየተፈጸመ ሲሆን “የተባለው አገልግሎትም ሆነ ለእርሻ የሚሆን በቂ ቦታ እንዲሁም ለከብቶች የሚበቃ የግጦሽና የውሃ ቦታ የላቸውም” በማለት ሰፈራውን የተቃወሙ ሁሉ እጅግ ከፍተኛ የሆነ የሰብዓዊ መብት ረገጣ እየደረሰባቸው እንደሚገኝ ጠቁሟል፡፡ ይህንን ግፍ የሚፈጽሙት ደግሞ የዓለም ባንክ ለመሠረታዊ አገልግሎት ጥበቃ ፕሮግራም (Protection of Basic Services “PBS Program”) ስም ለልማት እንዲውል ከሚሰጠው የዕርዳታ ገንዘብ በመንግሥት ተቀጥረው ደመወዝ የሚከፈላቸው ሠራተኞች መሆናቸውን ገልጾዋል፡፡ ይህንን ጉዳይ ከዓለም ባንክ ጋር እንዲነጋገሩላቸው Inclusive Development International (IDI) የተባለውን ድርጅት መወከላቸውን አስታውቀዋል፡፡ (የደብዳቤው ሙሉ ቃል እዚህ ላይ ይገኛል)

ተመሳሳይ ጉዳዮችን በዓለምአቀፍ ደረጃ በመከታተልና በማስፈጸም የታወቀው IDI በመስከረም ወር አጋማሽ ላይ ጉዳዩ በቀጥታ ለሚመለከተው የመልሶ ማቋቋምና ልማት ዓለምአቀፍ ባንክና (International Bank for Reconstruction and Development (IBRD)) የዓለምአቀፍ ልማት ማኅበር (International Development Association (IDA)) ሥር ለሚገኘው የኢንስፔክተር ፓናል ባለ 18ገጽ ደብዳቤ ጽፏል፡፡ (የደብዳቤው ሙሉ ቃል እዚህ ላይ ይገኛል) ይህ የኢንስፔክተር ቡድን ከፍተኛ ሥልጣን ያለው መ/ቤት ሲሆን የዓለም ባንክ የሚሰጠውን ገንዘብ በትክክለኛ ቦታ ላይ አለመዋሉን በመጥቀስ ክስ የሚያቀርቡ ወገኖችን ጉዳይ በመከታተልና ቦታው ድረስ የራሱን ምርመራ በማካሄድ ውጤቱ ተግባራዊ እንዲሆን የባንኩን እጅ የማስጠምዘዝ ዓቅም ያለው እንደሆነ ከዚህ በፊት ያካሄዳቸው የምርመራ ውጤቶች ይጠቁማሉ፡፡

ይህ የመርማሪ ቡድን የቀረበለትን አቤቱታ መቀበሉንና በጉዳዩ ላይ የማንም ተጽዕኖ የማይደረግበትን የራሱን ምርመራ እንደሚያደርግ ከትላንት በስቲያ ባወጣው ባለ 8ገጽ መግለጫ ላይ አሳውቋል፡፡ ይህ የአቤቱታ ፋይል ቁጥር የተሰጠው ጉዳይ በግልባጭ ለባንኩ ፕሬዚዳንትና ለከሳሽ ተወካይ ድርጅት (IDI) እንዲደርስ ተደርጓል፡፡(የደብዳቤው ሙሉ ቃል እዚህ ላይ ይገኛል)

የጎልጉል የሰሜን አሜሪካ ዘጋቢ ባጠናከረው መረጃ መሠረት ቡድኑ ከያዝነው ዓመት የጥቅምት አጋማሽ በኋላ ወደ ምስራቅ አፍሪካ ያቀናል። ቡድኑ ስደተኞቹ የሚገኙባቸውን፣ እንዲሁም ጉዳዩን በሚመለከት አስፈላጊ የሚላቸውን ቦታዎችና ግለሰቦች ሙሉ በሙሉ ያነጋግራል። ለስራው መሳካት የሚሆነውን ሁሉ በሚፈለግበት ቦታ በመገኘት በግንባር እንደሚያከናውን ለማወቅ ተችሏል።

The Poison within a Video, “U.S Policy: Ethiopia A Failed State” By Tecola W. Hagos

An incredibly inciting video “U.S Policy: Ethiopia A Failed State” has been making its rounds in the last two weeks in Ethiopian Websites. I suspect most of the Webmasters and Editors who posted that Video in their respective Websites did not seem to have considered the deeper mission of the video of poison rolled up in a benign looking exterior concern for all the Ethiopians harmed by the current Ethiopian Government of “Tigreans.” The video is deceptively composed to give it the appearance of an official United States Government pronouncement and presentation claiming that Ethiopia is a failed state. One must be in another Universe to think of Ethiopia as a Failed State. In reality it is the work of a certain Miller Hansen. Despite my prompt enquiry no one seems to know such a person. The name itself is Chimera made up of two surnames very unusual name for a person from this part of the World.

Because of the deception involved in such video, I am addressing my note to my Fellow Ethiopians at this distressing time and period of great turmoil and confusion in our Community. I did watch the Video twice very carefully. I did not see much of any constructive purpose in a video purely aimed to saw seeds of hate against an ethnic group in Ethiopia that is as much a victim of other ethnic groups of ethnic cleansing and brutal suppression by the current brutal Government of Ethiopia. The video with pirated official seals of the US Government that one can use in such deceptive manner, does not at all establish any degree of credence as an official act of the Government of the United States. The video has the appearance that it is some documentary that is an official US Government Production. This is no different than the type of ethnic cleansing propaganda used in Rwanda against the Tutsi.

I believe, this video is the work of the enemies of Ethiopia not just the regime in power. I am as concerned as the next Ethiopian when I hear about or see in videos Ethiopians being murdered, tortured, and abused. But I am also aware of the fact that Groups and individuals could use such horrible videos for their own destructive purpose campaigning against the very survival of the whole of Ethiopia. It is obvious to me that the video is meant to destabilize and further fracture Ethiopia and widen the fissures created by the ill-conceived ethnic based federalist state structure. Even if we are not wise enough or courageous enough to challenge the current tyrannical and treasonous leaders in power in Ethiopia, at the very least we should be wise enough to know our appalling limitations and allow nature to take its own toll, as was the case with Meles Zenawi’s death. We should not fall for such type of cheap and sensational piece that seeds hate and violence among ourselves. Mind you, the video piece was produced by a White foreigner obviously seeking fame and fortune as a hired gun and camouflaging his true identity. The political, religious, and economic problems of Ethiopia are far more complex than the graphic incidents of atrocities presented in the video.

Take note also of the type of solutions offered in the video, it is all aimed to hinder any form of economic help and progress of the Ethiopian people. For sure, we can see that a well-armed regime will not just collapse, but ordinary Ethiopians are the ones that will further suffer the most if economic sanctions and pressure is drastically put on Ethiopia. Do not listen to such trash and hired hands whose goals are not to save Ethiopia or Ethiopians but to destroy us through fracturing us. Meles and now his legacy and his group do not care one iota about Tigreans or any other people of Ethiopia, nor care about the territorial integrity and sovereignty of Ethiopia. Their interest is simply power and money for themselves as any mercenary type group. Let us be wise and know our enemies for what they are, they come dressed in all forms of political and religious camouflage.

I am a patriotic man, a proud Ethiopian, descended from great heroes who bleed and died for Ethiopia throughout our long history including recent ones, such as the five-year patriotic resistance against the Italian occupiers, against the savagery of Mengistu’s terroristic regime et cetera. There is no way I will fall for such cheap propaganda piece like the video in question. I have no love for the current Ethiopian leaders in power, they are no different than mercenaries, but then in order to free Ethiopia and all of us from the clutches of such leaders, I will not throw away the baby with the bathwater. We must find our own solution without having to destroy our great nation in the process.

Thus, I advocated tact, wisdom, even sleaze in working from within to be able to create popular support within the citizens of Ethiopia right there in Ethiopia in handling a powerful and unscrupulous foe. My writings carry such messages of advocacy tact and strategy, for a long time now. This did not earn me friends from either the Diaspora politicians or the Officials of the Ethiopian Government. But being such a disagreeable person, I hold both groups to see in my writings their own distorted reflections in the reality of Ethiopia.

We must not lose sight of the big picture even when we are focusing on the many wrongs the current Ethiopian Government is committing against the individual rights of Ethiopians and against the unity and solidity of Ethiopia itself. We must never lose sight of the Sovereignty and independent survival of Ethiopia. Nothing is as important as our survival as a nation and a people. The wrongs and inequities of particular governments would be remedied and pass into history in time, but if a nation disintegrates, it might never be put together or would take centuries to put it back together. None of the individuals in power now would I trust to represent the interest of Ethiopians nor to preserve the sovereignty and territorial integrity of Ethiopia. On the other hand, we can only live in our individual and communal reality. If we have poor leadership, we have to deal with that reality as best we can.

Some months back I wrote a lengthy article on the art of compromise in order to advance our political and economic vision for an Ethiopia of our future, I do not accept the idea that human beings are helpless in the face of what may be considered as inevitable or predetermined ends. I believe we can always change what might seem to be a horrible inevitable end. At any rate, the future is shielded from us, all we can do is take educated guess what the future might hold for us and do the best we could to live a virtuous life. Ultimately, we each live an individualized life and not a life to be lived by a committee. Thus the need to think individually and responsibly in the best interest of our singular country, Ethiopia.

የአዲስ አበባ ዩኒቨርሲቲ የተማሪዎች ማደሪያ እንደ አልቤርጎ እየተከራየ ነው

የካቲት ፲፫ (አስራ ሦስት) ቀን ፳፻፯ ዓ/ም ኢሳት ዜና :-በአዲስ አበባ ዩኒቨርስቲ ከ2 ሺ 700 በላይ የተማሪዎች ማደሪያ አልጋዎች ለተመላላሽ ተማሪዎችና ለማይታወቁ ሰዎች እየተከራዩ መሆኑ ታውቓል።

በቅርቡ በአክሱም ከተማ በተካሄደው የከፍተኛ ትምህርት ተቋማዊ ለውጥ ምክርቤት ጉባዔ ላይ ጉዳዩ በይፋ የተነሳ ሲሆን በአዲስአበባ ዩኒቨርሲቲ ከ750 በላይ የተማሪዎች ማደሪያ ክፍሎች ውስጥ የሚገኙ ከ2ሺ 700 በላይ አልጋዎች በድብቅ ሲከራዩ ቆይተዋል፡፡

ዩኒቨርሲቲው በተመላላሽ ተማሪነታቸው የሚያውቃቸው ተማሪዎችና ማንነታቸው የማይታወቁ ግለሰቦች በወር ለአንድ አልጋ 400 ብር ሒሳብ እየከፈሉ እንደሚጠቀሙባቸው መረጋገጡን ጠቅሰዋል፡፡ በዚህ መሰረት በወር  ከአንድ ሚሊየን ብር በላይ የሆነ ገንዘብ በሙስና ይበላል።

በውይይቱ ወቅት የዩኒቨርሲቲው አንዳንድ  አመራሮች ነገሩን ክደው የተከራከሩ ቢሆንም በመጨረሻ ግን  እውነታውን ለመግለጽ ተገደዋል፡፡ በዩኒቨርሲቲው የተገኘው የማደሪያ ክፍሎች ቁጥር፤ ማደሪያ የለም ተብለው ከሚመላለሱ ተማሪዎች ቁጥር ጋር ተቀራራቢ ሆኖ መገኘቱም በዚሁ መድረክ ይፋ ሆኖአል፡፡

ይህ ዓይነቱ ሙስና  በሌሎችም የመንግስት ዩኒቨርሲዎች ከመለመዱ የተነሳ እንደሕጋዊ አሰራር እየታየ መምጣቱንም በውይቱ ወቅት ተነስቷል          sourse esat radio

Ethiopia’s Zone 9 Bloggers continue to trend

(BBC Trending) In April 2014 BBC Trending covered the arrest of six bloggers and three journalists in Ethiopia. The bloggers are part of a group known as Zone 9, and are well known for campaigning around censorship and human rights issues in Ethiopia. Ten months on from their arrest, the hashtag #FreeZone9Bloggers continues to be used in the country as the trials continue.

That’s not typical – campaigning hashtags often tail off over time. This one is being kept alive by activists both inside and out of Ethiopia who are challenging the government’s decision. The total number of tweets is still only in the tens of thousands, but that is enough to be noticed on the global map (Twitter does not produce an official trending topics list for Ethiopia).

Why are they so focussed on social media? It certainly isn’t the best way to reach the Ethiopian people: the internet is estimated to reach just over 1% of the population there. But it does allow them to network with the global blogging fraternity and the international media. Recently a blog began in support of the nine prisoners, and to report on the hearings. A campaign video has also been released in which complaints are raised over the conditions of Kalinto prison and Kality prison, where the bloggers are being held.

These complaints include torture, unlawful interrogation tactics and poor living conditions. The Ethiopian Embassy in London told BBC Trending that allegations of torture and unlawful interrogation tactics are unfounded, and that they have taken a series of measures “in collaboration with stakeholders, including civil society, to improve the conditions of prisons”. They say the nine individuals are charged with “undermining the constitutional order, inciting violence and advocating the use of force to overthrow the legitimate government.” They are also accused of working with an organisation proscribed by the Ethiopian Parliament as a terrorist organisation. However, activists in support of the group maintain that Zone 9’s actions were constitutional.

የካቲት ፲፪ (አስራ ሁለት) ቀን ፳፻፯ ዓ/ም ኢሳት ዜና :-በቤተመንግስት ትንሹ አዳራሽ ውስጥ የተካሄደውን የኢህአዴግ ከፍተኛ ባለስልጣናት ግምገማ የሚቃኘው መረጃ እንደሚያሳየው የትግራይ ክልል ፕሬዚዳንት አባይ ወልዱ የህወሃት ክንፍ እንዲፈጠር ከመከላከያ ኢታማጆር ሹም ሳሞራ የኑስ ጋር ማሴራቸው በሌሎች የኢህአዴግ አባላት ሂስ ቀርቦባቸዋል። አቶ አባይ ወልዱ የቀረበባቸውን ሂስ በደፈናው ተቀብያለሁ፣ አርማለሁ በማለት መመለሳቸውን ሰነዱ ያስረዳል።

አቶ አባይ ግለሂሳቸውን እንዲያወርዱ ሲጠየቁ የስራ ሰአት የማክበር ችግር እንዳለባቸው፣ ከአሉባልታ ወሬ ጋር በተያያዘ ችግር እንዳለባቸውና በ1 ለ5 አደረጃጃት እንደማይሳተፉ ተናግረዋል።

በምክር  ቤቱ  የተሰበሰቡት ባልደረቦቻቸው  በበኩላቸው ” አስተያየት የመቀበል ችግር አለብህ፣ በረባ ባልረባው ከስራ ገበታህ ትቀራለህ፣ ችግሮችን በውይይት የመፍታት እጥረት አለብህ፣ የሰራሃውን ስራ በጊዜ የማምጣት ችግር አለብህ፣ ህጎችን የማክበር ችግር ይታይብሃል” በማለት ገምግመዋቸዋል። አቶ አባይ በአጠቃላይ ግምገማየ ” ቢ” ውጤት ማግኘታቸውም በሰነዱ ተመልክቷል።

የጠ/ሚኒስትሩ የጸጥታ አማካሪ የሆኑት የቀድሞው የትግራይ ክልል ፕ/ት ጸጋየ በርሄ ደግሞ ” የማሳቀድ ውስንነት አለብኝ፣ በንባብ ራስን የማብቃት እጥረት አለብኝ፣ በጥራት የማሰራት እጥረት አለብኝ” በማለት ግለ-ሂሳቸውን ሲያወርዱ ወይም ራሳቸውን ሲገመግሙ፣ ጓደኞቻቸው ደግሞ ” ሞጋች የሆኑ ነገሮችን ያለመንካት ችግር አለብህ፣ አስተባብሮ የመስራት እጥረት አለብህ፣ ሌሎችን አሳቅዶ የመስራት እጥረት አለብህ፣ ሰአት አታከብርም፣ ውሳኔ የመስጠት ችግር አለብህ፣ የክትትልና ቁጥጥር እጥረት ይታይብሃል” በሚል ሂስ ሰጥተዋቸዋል።

አቶ አርከበ እቁባይ ደግሞ በቁጭትና በእልህ የመስራት እጥረት አለብኝ፣ ስራን አድምቶ የመስራት እጥረት አለብኝ፣ ሰአት ማክበር፣ በቡድን መስራት ላይ ውስንነቶች አሉብኝ በማለት ራሳቸውን የገመገሙ ሲሆን፣ ሌሎች ጓደኞቻቸው ደግሞ ስራን የማዘግየት ችግር አለብህ፣ ከስራ ባልደረቦች ጋር ተግባብቶ የመስራት ችግር አለበት፣ ነገሮችን አግዝፎ የማየት፣ ቂመኛነት አለበት፣ ለችግሮች መፍትሄ የመሻት እጥረት አለብህ፣ ግጭትን ያለማርገብ ችግር አለብህ” በሚል ተገምግሟል።

የመከላከያ ሚኒስትሩ ሲራጅ ፈርጌሳ አቅዶ የመስራት ክፍተት አለብኝ፣ ራስን በማያቋርጥ የንባብ ባህል የማብቃት እጥረት አለብኝ በማለት ራሳቸውን የገመገሙ ሲሆን፣ ባልደረቦቻቸው ደግሞ ” በንባብ ራስን የማብቃት ችግር አለብህ፣ አሳምኖ የማሰራት እጥረት አለብህ፣ ለሌሎች ሀሳብ የመስጠት ቁጥብነት አለብህ፣ ያለህን እውቀት ለሌሎች የማጋራት እጥረት አለብህ፣ ሳሞራን ትፈራዋለህ፣ በሚኒስቴር መስሪያ ቤትህ ያለው የፖለቲካ እንቅስቃሴ ደካማ ነው” በሚል ተተችተዋል።

አቶ ሲራጅ መከላከያ ውስጥ ያለው የፖለቲካ እንቅስቃሴ ደካማ መሆኑን ፣ ችግሩ በመስሪያ ቤቱ ብቻ ሳይሆን በጦሩም እንደሚታይ ገልጸው፣ አደረጃጀት ለመፍጠር ቢሞክሩም የሚተባበራቸው አመራር ማጣታቸውን፣ ከሳሞራ ጀምሮ ሃይለማርያምም እንደሚያውቅ ” ተናግረው፣ ሌሎች የተነሱት ሃሳቦች ገንቢ ናቸው፣ ተቀብያቸዋለሁ ብለዋል።

የኦሮምያ ም/ል ፕ/ት የሆኑት ወ/ሮ አስቴር ማሞ በበኩላቸው “የስራ ሰአት እሸራርፋለሁ፣ ስሜታዊነት አለብኝ፣ በአንድ ለአምስት ላይ ክፍተት አለብኝ” በማለት ራሳቸውን የገመገሙ ሲሆን፣ ሌሎች የምክር ቤት አባላት ደግሞ ” ተግባብቶ የመስራት እጥረት አለብሽ፣ ከስራ ማርፈድ ፣ መቅረት አለብሽ፣ የቢሮ ሰአት አታከብሪም፣ ትሸራርፊያለሽ፣ ከባልደረቦችሽ ጋር ትጋጫለሽ፣ በቢሮው ውስጥ ሶስት የአካባቢሽን ልጆች አዲስ አበባ በአጠቃላይ ዘጠኝ የሚደርሱ በሚኒስትር ቢሮዎች በሹመት እንዲመጡ አድርገሻል ” የሚል አስተያየት ሰጥተዋል።

ወ/ሮ አስቴር ሰዎቹ የመጡት በእርሳቸው ትእዛዝ መሆኑን፣ ነገር ግን ሰዎቹ ከአቅም በታች ናቸው ማለት እንደማይቻልና፣ ሁላችንም በተመሳሳይ መንገድ በችሎታቸው ያመጣናቸው አሉ ሲሉ ተከላክለዋል።

የገንዘብ ሚኒስትሩ ሶፍያን አህመድ ደግሞ ስራን በፍጥነት የመፈጸም እጥረት አለብኝ ብለው ራሳቸውን ሲገመግሙ፣ ሌሎች ባልደረቦቻቸው ደግሞ “ከደባል ሱስ የጸዳህ ብትሆን፣ ስራ ያዘገያል፣ ስራን ለነገ ባትል፣ ራስህን ከሌሎች ማራቅህ ብተተው” በሚል ገምግመዋቸዋል።

የሴቶችና የወጣቶች ሚኒስትር ወ/ሮ ዘነቡ ታደሰ በበኩላቸው የስራ ሰአት መሸራረፍ አለብኝ፣ ሚኒስቴር መስሪያ ቤቱ ሰፊ ከመሆኑ ጋር ተያይዞ የታቀደውን ያህል አልሰራሁም በሚል ስለድክመታቸው ሲናገሩ፣ ሌሎች የምክር ቤት አባላት በበኩላቸው ” ለኢህአዴግ ተልእኮ አስፈላጊ ነገሮችን ጠይቆ ማሟላት ላይ እጥረት አለብሽ፣ ይሉንታ ያጠቃሻል፣ ሴቶች ተሳትፎ ስራው ላይ እንዲሻሻል የጎላ ድርሻ አልተወጣሽም ፣ ክፍት ሚኒስቴር ነው ማለት ይቻላል፣ የሃሰት አፈጻጸም እና ሪፖርት ታቀርቢያለሽ” በሚል ገምግመዋታል። ወ/ሮ ዘነቡ “የተሰጠኝ አስተያየት ገምቢ ነው ወደ ፊት አየዋለሁ፣ ሂሱን ወስጀዋለሁ” ብለዋል።

ሽፈራው ሽጉጤ ደግሞ “የስራ ሰአት አለማክበር ብቻ ሳይሆን ትቀራለህ፣ ስብሰባ ላይ አትገኝም፣ አማራን ባስወጣህበት የደቡብ ክልል መስተዳደር ጊዜህ ለክልሉ ነዋሪዎች ነፍጠኛ ከኛ ይወገዳል ብለህ ተናግረሃል” በሚል ከብአዴን ተወላጆች አስተያየት ቢሰጥም፣ አቶ ሽፈራው ” ከጠ/ሚኒስትሩ የተሰጠኝን ተልእኮ ነው በአግባቡ የተወጣሁት፣ ሌላ አልጨመርኩም አላስወጣሁም” ብለው መልሰዋል።

የአማራ ክልል ም/ል ፕሬዚዳንት እና የብአዴን ጽ/ቤት ሃላፊ አቶ አለምነው መኮንን ” የመለስን ቦታ የመተካት ህልም አለህ፣ የስልጣን ጥመኝነት አለብህ፣ የድርጅቱን ህልውና አደጋ ላይ በሚጥል መልኩ ተንቀሳቅሰሃል፣ ከመለስ ውጭ ሌላው የሞተ ነው ብለህ ተናግረሃል፣ ሆን ብለህ ለኢሳት መረጃ እንዲደርስ ታደርጋለህ፣ የብሄሮችን እኩልነት አትቀበልም፣ የስልጣን ሰንሰለት በጎጠኝነት መስርተሃል፣ አጉል ጀብደኝነት አለብህ” ተብለው ሲገመገሙ፣ እርሳቸው ግን ከተሰጠኝ ተልእኮ ውጭ አልተንቀሳቀስኩም፣ ነገሩን አጣመው የሚያቀርቡ ሰዎች አሉ በማለት በብሄር እኩልነት አታምንም በተባሉት ላይ ከረር ያለ መልስ ሰጥተዋል።

የውጭ ጉዳይ ሚኒስትር ደ/ር ቴዎድሮስ አድሃኖም ደግሞ “በእቅድ ላይ ቅድመ ዝግጅት ማድረግ ላይ ስኬታማ አይደለሁም፣ የስራ ሰአት አከባበር ችግር አለብኝ” ብለው ራሳቸውን የገመገሙ ሲሆን፣ ሌሎች ደግሞ ” ስራን የማዘግየት ችግር አለበት፣ በማህበራዊ ሚዲያ የግለሰቦችን ታሪክ ለራሱ ገጽታ ግንባታ አውላል፣ ለአብነትም ከአረብ አገራት የተመለሱ ሰዎችን፣ ከተሰጠው ተልእኮ ውጭ ይንቀሳቀሳል” ብለዋቸዋል። ዶ/ር ቴዎድሮስ ሂሱን እንደማይቀበሉት የቃለ ጉባኤ ሰነዱ ያሳያል።

የአፋር ክልል ፕሬዚዳንት እስማኤል አሊ ሴሮ ” የንባብ ባህል እጥረት አለብኝ” ብለው ራሳቸውን ሲሄሱ፣ ሌሎች ደግሞ አርፍዶ የመግባት፣ ፈጥኖ የመውጣት ነገር ይታይበታል፣ እቅድ እና ቅድመ ዝግጅት ላይ እጥረት አለበት፣ ሰአት አለማክበር ይታይበታል” ብለዋቸዋል።
ደግሞ “ጥራት ያለው ስራ መስራት ላይ እጥረት አለብኝ፣ የንባብ ባህል ችግር አለብኝ፣  አንድ ለአምስት ላይ ብዙም ንቁ ተሳትፎ አላደረኩም ” ብለው ራሳቸውን የገመገሙ ሲሆን፣ ሌሎች ደግሞ በክልሉ ውስጥ ችግር ሲከሰት ለመፍታት አትሞክርም፣ አሉባልተኝነት ላይ ራስህን በደንብ ብታይ ” ተብለዋል።

The Ethiopian Satellite Television and Radio (ESAT), in collaboration with Ethiopian academics and advocates, is pleased to host a timely symposium on issues related to Ethiopia and to the Horn of Africa.

Ethiopia is a country crippled by successive tyrannical regimes, divided along ethnic lines and engulfed with acute socio-political problems. As large and as politically important Ethiopia is, it has been weak; hence unable to secure peace, stability and prosperity in the country and the sub-region. In fact, contrary to its potential magnitude as a stabilizing force, beleaguered by its own instability and internal polarization of ethnic groups, Ethiopia can be the most destabilizing force and a source of further instability in the Horn of Africa.

The Horn of Africa is a volatile region characterized by political instability and conflict. It is no secret that the current Ethiopian regime has a major role for such condition of instability. Its geopolitical importance, large population size (Christian & Moslem) and its diverse ethnicity have made Ethiopia the most strategically placed country in the Horn of Africa. If it plays its hands wisely, Ethiopia can be a major force for a positive outcome in the region.

Unfortunately, the current rulers have diminished the strategic importance of Ethiopia.

The Horn of Africa is at a crossroads more than ever before. Almost all countries of the Horn region are plagued with extremely serious problems of our era such as lack of good governance, terrorism, abject poverty, and land grab, ethnic polarization and conflict. Ethiopia is at the centre of all these problems, and it’s apparent that unless the crises facing Ethiopia are addressed immediately, these problems will aggravate and ravage the country and the sub-region.

The current minority regime in Ethiopia has demonstrated, time and again, that it does not have what it takes and the mass base in order to enhance Ethiopia’s long standing strategic importance in the region. Democracy is a system of accountability and transparency; hence a sweeping democratic change in Ethiopia guarantees internal peace and stability. Most importantly, the influence of a democratic, stable, and strong Ethiopia shall resonate throughout the sub-region and the rest of Africa. Ending the cycle of dictatorship and democratizing Ethiopia is a task that primarily belongs to Ethiopians. Therefore, this is high time to bring scholars, political leaders, community leaders, activists, advocates, and other key stakeholders to thoroughly examine those critical areas that are affecting the region and its people the most and put forward practical solutions. Therefore, ESAT, has organized a two-day symposium.

Academics, advocates and activists are kindly invited to submit a paper for possible consideration to be presented at the upcoming two-day conference entitled “Ethiopia and the Horn: Prospects for a stable, democratic, and prosperous future”.

The main objective of this conference is to raise awareness about the current challenges in the Horn of Africa and Ethiopia, and suggest possible interventions that would allow the region to enjoy lasting peace, stability, democracy, and prosperity.

The following are the specific objectives of the conference:

1. Raise awareness on national and regional issues such as lack of democracy, good governance, ethnic politics, fundamentalism, and so on.

2. Understand the current situation in Ethiopia and devise strategies to bring a lasting change in the region.

3. Redirect the attention and focus of the international community to address the real causes of instability in the Horn and examine (re-examine) Ethiopia’s strategic roles, and also her counterproductive contributions in destabilizing the region.

4. Identify the roles civil societies; political parties, and the media could play in shaping the future of the Horn at large and Ethiopia in particular.

The areas of focus will include, but not limited to:

1. The current state of Ethiopia—governance, human rights, civil society, socio-economic issues, ethnic and identity issues and problems, etc.;

2. The Democratic forces and the 2015 national election: Is there a meaningful benefit participating in an election without the requisite conditions for a democratic, free, and fair election in the country?

3. Current and new directions for Ethiopia and the Horn of Africa;

4. Areas of interventions and resolutions as we look ahead to immediate and long-term future.

At Least 300 Migrants Missing on Mediterranean Crossing – VOA News

The United Nations refugee agency says at least 300 migrants are missing and likely dead after they tried to cross the Mediterranean Sea in inflatable boats.

The U.N. High Commissioner for Refugees said Wednesday that it is “shocked” by new information that shows the scale of the tragedy is much larger than initially reported.

On Tuesday, Italian authorities said at least 29 African migrants died of hypothermia trying to cross the sea from Libya in frigid weather.

Since then, reports have emerged that four inflatable boats had left Libya together carrying a total of more than 400 people.

The UNHCR says the Italian coast guard brought 110 survivors to safety on the Italian island of Lampedusa.

The migrants had been at sea for days without food or fresh water.

A UNHCR spokeswoman, Carlotta Sami, told reporters the survivors will be transferred as quickly as possible to the mainland.

“The survivors are taken to the first reception center in Lampedusa that now is working at full scale,” she said. “They receive assistance, they receive food, they receive medical assistance, they receive clothes. They arrived almost naked you know, they arrived without anything. And then within 24 hours, maximum 72 hours, they are transferred to other centers on the mainland.”

Vincent Cochetel, UNHCR’s Europe bureau director, warned Wednesday that a better search-and-rescue mission must be put into place to prevent future loss of life.

In an official statement, he said: “This is a tragedy on an enormous scale and a stark reminder that more lives could be lost if those seeking safety are left at the mercy of the sea.”

The UNHCR has reiterated its concern about a new, European Union-funded search-and-rescue mission called Triton, which is run by the EU border protection agency. UNHCR said the mission “is not focused on search and rescue and is not providing the necessary tools to cope with the scale of the crisis.” It said saving lives must be a priority for the European Union.

Triton replaced a more expansive search-and-rescue operation funded by the Italian government.

Lampedusa is about 110 kilometers from the African mainland, and is a major destination for illegal migrants trying to get to Europe.

A record 170,000 migrants crossed the Mediterranean Sea into Europe in 2014, one quarter of them fleeing the violence in Syria. More than 3,000 others died attempting the journey.

Experts say the volume of migration in 2015 already looks to be outpacing last year.

Exposed: “Honorable” Speaker Abadula Gemeda has fake degrees

Addis Voice can reveal that the 4th term speaker of the House of People’s Representatives has bought and used two fake degrees from a bogus university selling non-accredited diplomas online.

”Honorable” Abadula Gemeda, who is the chief “lawmaker” in Ethiopia as speaker of the lower house, bought Bachelor of Arts and Masters “degrees” in public administration in 2001 and 2004 respectively from American Century “University”.

American Century University, owned by Iran-born diploma mill operator Ali Marzaei, is  notorious for its degree-for-cash schemes. Mirzaei tried to sell this reporter  worthless MBA and PhD degrees for $4000 without realizing that his fraudulent scheme was under scrutiny.

After a lengthy legal battle with the U.S. Department of Education, Mirzaei was forced to close down Hawaii Business College (HBC) in 2007 after it lost Federal student aid because of the forgery and fraudulent business practices that he was previously involved in. HBC was accredited before he and his two sons acquired it. It collapsed after Mirzaei lost court cases, its accreditation and students.The conman runs a variety phoney online colleges and schools including American Century College, American Century International High School, American Pacific University and American Pacific High School International under the motto, “Your education is your future.”

Abadula, who dropped out of school at 8th grade before he joined Derg’s army as a private over three decades ago, also claimed to have earned a BSc degree from “Chinese Defense University” in military leadership in 1995. But the claim turned out to be false as there is no such university in China that conferred a degree on the speaker.

AV confirmed from reliable sources that he has never been to China to study for a BSc degree program. After we started investigation the BSc degree was downgraded to a certificate on the parliament’s website but we have already taken screenshots.

The renowned African scholar Professor George Ayittey says that the issue of phony degrees cannot be taken lightly as it is a corrupt and criminal practice that reflects on the nature of the government. “A regime that employs people that purchase fake degrees from diploma mills instead of working hard to earn them cannot be trusted,” he said. Professor Ayittey refers to fake and greedy power mongers like Abadula “hippos” that must give way to the more agile and competent cheetah generation eager to positively transform nations suffering under tyrannies.

The damning evidence on Abadula’s bogus diplomas has also been discovered in the speaker’s biographies posted on the parliament’s website, his official Facebook page as well as Wikipedia. The almost identical biographies on the official pages claim: “Abadula has a rare mix of military and civilian education. His military education was obtained from the Defense University of China, a close ally of Ethiopia under the EPRDF, in Military Leadership in 1995.

“But Abadula seems to not stop there. His civilian education has taken him both ways across the Atlantic,” it claimed. “His education in the U.S. was focused on public administration. BSc in military science from the Defense University of China [nonexistent] in 1995, BA in Public administration from Century University of USA in 2001. MA in Public administration from Century University of USA in 2004 MA in International Relations from Greenwich University, UK, in 2009.” The same line of narration about the speaker with four degrees has been repeated by the state-controlled media.

The English business weekly Addis Fortune’s profile of Abadula (SEP, 08, 2013 [ VOL 14 ,NO 697) also claims that he got his BA and MA degrees from Century University.

A couple of weeks ago, AV exposed fake “professor” Constantinos Berhe (Costy) for purchasing and using MBA and PhD degrees. The AAU administration has not yet opened investigation on the bogus professor who teaches and advises graduate students. AV cannot verify whether the “professor” assisted the “lawmaker” in the purchase of the unearned degrees.

Former Derg soldier Abadula, whose real name was Menase Wolde Giorgis before TPLF re-baptized him as Abadula, was captured by EPLF fighters in Eritrea in mid 1980s but was handed over to the TPLF as a prisoner of war, along with Kuma Demeksa (Taye Teklehaimanot) and others.TPLF reoriented the Derg soldiers and made them leaders of the Oromo People’s Democratic Organization, which was set up in 1991 under the tutelage of the TPLF to serve as a Trojan horse to control Oromos.

Ermias Legese, former Minister d’etat of Government Communication, says Abadula is one of the most insecure people in the regime who always aspires to please his TPLF masters. “The fact that he has bought fake degrees, even if he is supposed to be the chief lawmaker, may only certify that his very existence is forged by the TPLF. Forged identity imposed by someone else is always a problem and deep psychological crisis,” he said.

The constitution of the “Federal Democratic Republic of Ethiopia” declares that the House of Peoples’ Representatives that Abadula heads as the speaker is “the highest authority of the Federal Government, responsible to the people,” as stipulated in Article 50 (3). Members of the house, which is currently controlled by the TPLF and its allies, are installed every five years.

The constitution further declares that members of the House are representatives of the Ethiopian people who are governed by the constitution, the will of the people and their conscience. But the chief lawmaker purchased the degrees and fraudulently gained material gains with no regard to the people, the “constitution” and his own conscience. Ironically, the constitution vests the power of “enforcing all disciplinary actions the house takes against its members” on Abadula, as the speaker of the house.

According to the Criminal Code (Art. 385), presenting forged certificates for the purpose of obtaining for oneself or procuring for another an advantage or betterment is punishable up to one year imprisonment. It is to be seen if the lawmaker will go to jail or get promoted for his fake degrees.

መድረክ ከምርጫው ጋር ተያይዞ የተፈጸሙበትን በደሎች ዘርዝሮ አቀረበ

የካቲት ፪(ሁለት) ቀን፳፻፯ዓ/ምኢሳትዜና :-የተለያዩ የፖለቲካ ድርጅቶች ስብስብ የሆነው መድረክ እንደገለጸው በደቡብ እና በኦሮምያ ክልሎች ለምርጫ እንቅስቃሴ በሚያደርጉ አባሎቹ ላይ ከፍተኛ የሰብአዊ መብት ጥሰት ተፈጽሟል።

በደቡብ ክልል  በቡርጂወረዳበላድሼቀበሌ  የመድረክአባላትናደጋፊዎችሆናችሁዋል በሚል 10 አርሶ አደሮች መሬታቸውን ተነጥቀዋል።  አቶማርሳካሳ፣አቶአይላአዶ፣  አቶአድማሱጩቻ ፣ አቶታምሩተስፋየ ፣ አቶሺኮጋሞ ፣ አቶመርከቤመጮላ፡አቶደጀኔዘውዴ ፣  አቶጨብቄጠቆ ፣  አቶተክሉታደሰ እንዲሁም አቶበዙዱቤ  የእርሻመሬታቸውንከመንጠቃቸውምበላይእያንዳንዳቸው 200 ብርእንዲቀጡከተደረገ በሁዋላ፣ የተወሰደባቸው መሬት የኢህአዴግ ካድሬዎች ለሆኑት ለአቶ ዳዊትጫካ፣  አቶሶዬጩርቄ ፣ አቶመኮንንህርቦ፣  አቶደሳለኝማሬ እንዲሁም  አቶቦጋሌቦኮለተባሉትተከፋፍሎ መሰጠቱን ገልጿል።

በዚሁ ቀበሌ ነዋሪ የሆኑት አቶመርከቤመጮላ ፣ አቶጨብቄጠቆ እና አቶታደሰጣሶየተባሉትአርሶአደሮች ደግሞ  የመድረክአባላትናደጋፊዎችናችሁተብለውለከብቶቻቸውየገንዲበሽታመድኃኒትእንዳይሰጣቸውተከልክለዋል።  አቶታደሰጣሶየተባለአርሶአደርከኦሞማይክሮፋይናንስብድርእንዳያገኝበቀበሌውሊቀመንበርበአቶጂሎአንዶመከልከላቸውንም መድረክ ገልጿል።

ጠንካራየመድረክአባልየሆኑት የአቶለማባሆናህጻናት ልጆች ደግሞክትባትእንዳያገኙመሰረትበለጠ በተባለ የጤናኤክሰቴንሽንባለሙያመከልከላቸውን መድረክ አስታውቋል። የግለሰቡ  የተወሰነየእርሻመሬትለትምህርትቤትሥራይፈለጋል በሚል መወሰዱን፣  ለቤትመሥሪያያዘጋጁትንፍልጥሌሊት እንዳቃጠሉባቸው፣ ለወራጅናለቋሚያዘጋጁዋቸውን እንጨቶች  አቶአለሙአዲሱየተባሉየቀበሌታጣቂእንደወሰዱባቸው መድረክ ገልጿል። 18 ኩንታልበቆሎአቶሉጬጠቃሎየተባለአንድየቀበሌውነዋሪበመኪናአስጭኖየወሰደባቸው ሲሆን፣   ለቀበሌውአመራሮችቢያመለክቱም  ከተቃዋሚአባልጋርድርድርየለንምበሚልሰሚአጥተው ቀርተዋል።

በኦሮሚያክልል ደግሞ  በኢሉባቦርዞንበገቺቦረቻናበበደሌምርጫክልሎችእንዲሁምበወለጋዞንበሆሮጉዱሩጅማገነትምርጫከልልየመድረክዕጩዎችንላለመመዝገብቢሮዘግቶበመውጣትናየትምህርትማስረጃከላመጣችሁበማለትሲያጉላሉመቆየታቸውን፣ በምዕራብሸዋዞንበጀልዱምርጫክልልደግሞከነጭራሹምየመድረክ  ዕጩዎችንአንመዘግብምማለታቸውን መድረክ ገልጿል።

በቡሌሆራወረዳምርጫክልልበመልካሶዳቀበሌቁጥር 1 ምርጫጠቢያ ፣ 57 ነዋሪዎችየተቃዋሚደጋፊስለሆናችሁአንመዘግባችሁምተብለውስለተከለከሉጉዳዩለሚመለከታቸውአካላትአቤቱታቸውንበማቅረብላይይገኛሉ፡፡

በሌላ ዜና ደግሞ የምርጫ ቦርድ ተወካዮች የሰማያዊ አባላት በእጩነት እንዳይመዘገቡ እንቅፋት እየፈጠሩ ነው   ነገረ ኢትዮጵያ ዘግቧል። የቀድሞ አንድነት የወጣቶች ጉዳይ ኃላፊ የነበረውና በቅርቡ ሰማያዊ ፓርቲን የተቀላቀለው አቶ ስንታየሁ ቸኮል የትውልድ ቦታው በሆነው ምስራቅ ጎጃም ዞን ደብረ ኤልያስ በእጩነት እንዳይመዘገብ የምርጫ ቦርድ ተወካዮች እንቅፋት እንደፈጠሩበት ጋዜጣው ዘግቧል።

ከዚህም በተጨማሪ በሞጣ፣ በፍኖተ ሰላም፣ በባሌ የሚገኙ የሰማያዊ ፓርቲ አባላት በተቀመጠው ጊዜ  እንዳይመዘገቡ እንቅፋት እየተፈጠረባቸው ነው ሲል ጋዜጣው አትቷል፡፡

በሌላ በኩል የጋራ ምክር ቤት አባል የሆኑ ፓርቲዎችን እጩዎች በስልክም ሳይቀር እየጠሩ እንደሚመዘግቡ፣ የሰማያዊ ፓርቲ እጩዎች ምዝገባ ጣቢያ ድረስ ሄደው ለመመዝገብ ሲያመለክቱ እንቅፋት ሲፈጥሩባቸው የብአዴን እጩዎች በአንድ ሰው ተወካይነት እንደሚመዘግቡ የሰማያዊ ፓርቲ የምስራቅ ጎጃም ዞን የሰማያዊ ፓርቲ ፀኃፊ አቶ ሳሙኤል አወቀን ጠቅሶ ነገረ ኢትዮጵያ ዘግቧል።       sourse esate radio
